Vigor's are safe to use? Since when? Vigors are just another name for Rapture's Plasmids. I feel it's just that most long-term fans of the Shock games (myself excluded) just couldn't get over the changes and would've preferred it stick to its roots. The levels feel a tinge more linear than they should be, I wasn't a fan of the two weapon limit, and while I like the enemies, they're not quite as interesting as the ones from the earlier Bioshocks and especially System Shock 2. Admittedly, Infinite does have padding, but not nearly as much as the earlier games. System Shock 2 on its own and Bioshock 1 & 2 back-to-back just become downright stressful at the end and really manage to burn me out. I did like it more than its predecessors (even System Shock 2) because the actual combat was vastly improved (faster & more intense, better controls, vigors, etc.) and the game just had way, way less padding than the other games. I love this game it's probably my third favourite of all time, but even I, like the above user, can admit that Infinite is somewhat shallow and not without issues. Two weapon limit, linear pathways, removal of tonics, and perhaps the length are the common reasons I see people presenting. Mainly from what I've seen, it's the gameplay that really irks people.
